The origin story
The gap was visible long before it had a name.
Over years of working inside complex organizations, founder Tobey Watson saw the same pattern repeat itself.
Smart people developed thoughtful strategies. Leadership approved them. Teams were trained. Resources were committed.
And still, too much of the work stalled.
The problem was rarely the strategy itself. What was missing was the structure between the decision to act and the ability to execute consistently: clear ownership, sequencing, resources, operating rhythms, accountability, and mechanisms for learning.
That gap became the foundation for Hall Strategic Partners and, ultimately, Implementation Architecture™.

Meet Tobey Watson
A strategist shaped by what it actually takes to make complex organizations work.
Tobey Watson is the founder and principal of Hall Strategic Partners. Her career spans technology leadership, organizational development, operations, service delivery, vendor management, facilitation, strategy, and organizational change.
Before founding HSP, Tobey spent years working inside complex public-sector environments, including executive-level technology leadership, where she saw firsthand what happens when ambitious strategies meet the realities of competing priorities, distributed ownership, constrained resources, and organizational change.
That experience shapes HSP today.
Rather than approaching implementation as the final step in a planning process, Tobey approaches it as a discipline that must be designed into the work from the beginning.
